- Call to order - Mark Miller called the meeting to order at 10:10.
Present, constituting a quorum were William Cain, Charles Connolly, Allan Gorsuch, Toni Schelts, Fay Miller, Mark Miller, Milton Nagel, John Pfister, and Sandy Smith.
Also present were David Downes and Bill Blum, Baltimore City.
- Approval of Minutes - Motion - Sandy, 2nd by Fay, carried unanimously.
- Correspondence - Upcoming meet at Salisbury University was discussed. Mark Miller and David Downes will attend and report back to the group.
Information on Fourth Annual Maryland Energy Institute Conference on April 10, 2002
was shared by Allan Gorsuch. Trust decided not to participate.
Allan Gorsuch handed David Downes four notices to be responded to.
MML Update - A meeting will be held April 16, 2002 in Rock Hall by the Eastern Shore Municipal Association. The Trust will make a presentation to the group.
MGFOA - Meeting of Maryland Government Finance Officers Association
Friday, June 14 at 9:00 a.m. in Ocean City. Mark Miller, David Downes and Allan Gorsuch will be giving 50-minute presentation.
- Revised Participants List - Updates handed out.
- MABE Deregulation Trust - David Downes and Allan Gorsuch gave a presentation to this group on the ESMEC Energy Trust.
Discussions ensued on matters such as control, advantage/benefit of additional participants from both the ET perspective and new participant prospective, cost concerns with bringing in larger entities (i.e., restructuring costs such as time, and effort in redoing By-Laws, additional overhead requirements), turn around time in supplying statistical information on each account.
Motion was made by Milton Nagel to set up a study group to investigate the advantages and disadvantages of additional participants and to authorize Allan Gorsuch to talk with Chip MacLeod and David Downes regarding optional ways to involve other counties. Seconded by John Pfister and passed unanimously.
- Legislative Deregulation Oversight Panel - Distributed copy of "Power monitor panel is sought" - Bill to provide oversight of deregulation in Maryland.
Request to be made for David Downes and Allan Gorsuch to be appointed to this Board. Each to forward letter independently.
- Revised FY 2003 Trust Budget - Fay Miller motion to approve the budget. Bill Cain 2nd and passed unanimously.
Allan Gorsuch will draft official documents on Management Service Fee and Fiscal Agent Agreement.
- Marketing Report - Allan Gorsuch to work with David Downes on Proposal for smaller entities; specifically municipalities. Would like to have this together before the MML meeting on April 16.
- RFP Update - David Downes reviewed information in this report that will be submitted monthly with the agenda. Allan Gorsuch distributed Estimated Participant Assessment for FY 2003.
- Data Administration Proposal - Evergreen Data - David Downes discussed content of material.
Discussion on how to get data to David Downes in an accurate manner,
Downes and Associates creating a template for entries, and the need for one person, preferably from Wicomico County, with some knowledge of finance and the ability to recognize market conditions, to make these entries.
Motion made by Fay Miller and 2nd by Bill Cain to proceed with necessary actions to provide the group with that one person (from Wicomico County) to make these entries. Unanimously passed.
Mark Miller and Allan Gorsuch to look into this clerical position and bring back recommendations to the group at the April 11th meeting.
David Downes was asked to give a firmer cost on items 7, 8 and 9 for next year.
Sandy Smith noted that Cecil County had 2 accounts expiring in May that needed to be addressed. David Downes discussed with her over lunch.
