Decisions/Discussions:
- Trust Agreement will include all 9 school districts. Agreement will be approved by each Board of Education and signed by Superintendent of Schools.
- Each school board will appoint a Trustee and an Alternate Trustee.
- Other public entities (colleges, county governments, municipalities) may apply for participation in the ESMEC Trust but will not be a party to the Trust Agreement or be represented as voting members on the Energy Trust Board of Trustees.
- Need to proceed to assure due diligence and to meet potential issues regarding competitive bidding requirements.
- Agreed to complete data request forms for each account and transmit to Conectiv for historical energy use and cost data no later than December 8. Downes Associates will provide uniform cover letter to Conectiv. Conectiv will be asked to provide data by
January 8.
- Choptank Electric will provide historical data and comparison data for each school system account. This will be sent to ESMEC and distributed to each county.
- A meeting will be held with interested community colleges and county administrators to review the efforts by the ESMEC Energy Trust and ascertain level of interest.
- Assuming receipt of requested data, an RFP will be distributed in March or April. It will be necessary for superintendents to authorize their Trustee to respond to proposed energy pricing within a 24 hour period. Electronic communication will be established to facilitate immediate responses to critical cost issues.
- The group will address significant procurement issues on January 17. Mark Miller, Wicomico, will share board of education procurement requirements with the consultant.
- Decided to ask electric suppliers to bid on individual accounts, thereby obtaining best pricing. Access to suppliers for pricing will be a "rolling" process until all accounts have received bids or are designated to stay with current suppliers as a default supplier. Default suppliers cannot increase rates for 4 years.
