ESMEC COMMITTEES
FINANCE
The Finance Committee meets regularly with MSDE, and then periodically with the Human Resources Committee, to discuss the development and implementation of the budget and the impact of negotiation and health costs with the ESMEC Health Alliance. They may also discuss financial policies, procedures, and systems. This includes budget, fiscal operations and accountability, and grants administration and compliance.
FOOD SERVICES
The Directors of Food Services meet as needed to ensure access to balanced meals with nutrient-rich foods critical to support the health, development, and academic potential of all students. The Office of School and Community Nutrition Programs (OSCNP) at the Maryland State Department of Education provides leadership in administering five federal nutrition programs and state nutrition initiatives. State funding ensures that all students from households qualifying for reduced-price meals have access to nutritious school breakfast and lunch at no cost each school day.
HUMAN RESOURCES
The mission of Human Resources is to provide quality customer service, foster a positive work environment, recruit talented and qualified applicants, and retain our capable and committed diverse workforce. Recently, they have also been given the task of licensure and career ladder. This committee meets monthly with three subgroups: Technology, Finance, and Licensure. The Committee shares reports to continue efficiency and effectiveness of the work on the Eastern Shore.
SCHOOL FACILITIES
The School Facilities Directors meet as needed to discuss long-range facility planning, capital improvement program development, educational specifications, and the design, construction, and maintenance of school facilities. They also review the guidelines and standards for the planning, construction, and maintenance of school facilities. A representative of the Interagency Commission on School Construction (IAC/PSCP) often meets with superintendents and Directors of facilities regarding updated procedures and funding.
Procurement and Technology are also discussed to ensure we are efficient and collaborative when needed. This committee meets with the ESMEC Energy Trust quarterly.
SCHOOL SAFETY
In order to promote and enhance safer school communities, which are inclusive educational environments free from fear, harm, trauma, and unnecessary hardship, the Directors of School Safety meet periodically to review enhanced best practices. They also meet to coordinate regional training and review protocols.
STUDENT SERVICES
The Department of Student Services' mission is to support student learning by advocating for a school climate where all students can be successful. Student Services will provide direct and indirect individual, school, family, and community services to foster student success by collaborating with others, and promoting interventions and prevention strategies.
Directors of Student Services meet periodically throughout the school year to review programs for economically and socially disadvantaged children; programs and services that facilitate the emotional, mental, and physical well-being of all students; programs that promote positive student behavior; programs that develop safe and orderly environments conducive to learning; and programs that facilitate the engagement of students in activities that develop character and civic responsibility.
The department includes school counselors, students resources, home and hospital services, home education, health services.
TRANSPORTATION
Pupil Transportation and Emergency Management is responsible for developing and implementing statewide policies, procedures, and plans related to all aspects of transporting students to and from public schools as provided by State and federal laws and the bylaws of the State Board of Education. The responsibilities also include providing technical assistance for training school bus drivers; coordinating activities with the Motor Vehicle Administration; researching and developing data concerning finance and legislation; and maintaining databases for school bus driver offenses related to drugs and alcohol, and school bus driver accidents.
